Challenge

At the beginning of the project, several key planning, implementation, and governance challenges came to light. While our client had general project requirements in mind, they hadn’t developed a structured approach with specific objectives to act on. 

Our client also lacked a Full Business Case (FBC) and Asset Business Case (ABC) to adequately outline the project’s strategic direction and progression. Recognizing the value of these strategic deliverables, our consultants had a clear starting point.

Solution

To craft an informed strategy, our consultants began by assessing the project documentation and interviewing key stakeholders. From there, they identified 10 dimensions to build the Public Realm strategy, including the value proposition for each target segment, the overarching governance structure, and the implementation roadmap.

These dimensions served as a valuable resource to build the FBC. By assessing the project’s socio-economic value, such as the commercial and financial aspects of the project, we pinpointed the project’s viability and sustainability from several vantage points. We then leveraged the FBC to fine-tune the ABC with three key assets in mind: the open spaces, circulation spaces, and marina promenade. By drilling down the FBC onto the asset level, we presented more actionable and useful assessments. Through these tailored solutions, we made a definitive positive impact on the project’s trajectory.

Impact

Through our Public Realm Strategy, FBC, and ABC, we redefined how our client will implement the mega-project. Now, our client has specific initiatives to navigate the first phase of their launch. They also have strategic objectives and KPIs to stay on track along the way.
